Dear Dmitry Anatolyevich !

We are forced to turn to you with an open letter in the media , because we have the impression that you do not miss to information about the real state of affairs in agriculture , especially in the North -West of Russia , where the signatories to the appeal live and work .

We are writing to you first of all, because at the time when you were First Deputy Prime Minister of Russia and personally supervised the priority national project "Development of agriculture ," You have done much for the success of this very important project for agriculture in including in the regions of North-West Russia . With great regret , we have to admit that today almost all the farms participating in the project " Development of agriculture " are in dire financial straits. And the reason is not so much climatic disasters as the policy that in recent years the Russian government holds in relation to agriculture in general and the North- West region in particular . Today , agricultural producers

our regions are forced to work in extremely adverse economic conditions caused by :

- constant increase in energy prices : today we pay for electricity by 2.5-3 times more than our Western competitors for fuel twice as expensive than our American competitors , with prices continuing to rise on the growth and yield not seen constant growth rates for rail transportation .

- transportation of grain and feed in our regions is twice more expensive than in the West. Constantly rising prices for raw materials, machinery, equipment, building materials and other resources consumed in the process of agricultural production.

- the tightening of banks' credit policy and high interest rates : the reduction of the refinancing rate of the Central Bank interest rates on loans to commercial banks practically reduced, so the share attributable to borrowers than two to three times the interest rates that are paid (if paid at all ) their banks our Western competitors .

- 2013goda decrease with the level of state support of agricultural production : under constant conversations and other government officials to increase the amount of state it is actually already in 2013 decreased , as the Ministry of Agriculture of the Russian Federation does not accept just regions to subsidize or months does not consider them . - The ever-increasing costs of various design approvals and permits , especially for construction.

It is a heavy blow to poultry, pork and livestock has suffered an increase in grain prices , and, as a consequence, to feed. Only poultry and pig producers Leningrad region have lost because of over six billion rubles.

Most poultry and pig farms in September last year and to date continues to operate at a loss , since the increase in the cost of production of eggs, poultry, pork , beef , milk and crop production was not accompanied by an adequate increase in sales prices. Moreover, the price of eggs , poultry and pork declined.

However , the Government of the Russian Federation in October last year, has promised to make up for our losses in the amount of 1 /4 of the actual loss , but even this money is still there , and all of our questions we receive lengthy answers RF Ministry of Agriculture that money is allocated, but when they say no one wants or can not, as the Ministry of Finance and the Ministry of Agriculture can not agree on the procedure for their payment . And we have the impression that they are just waiting to be no one to receive the money .

We do not mention here the export of grain in a crop failure , which in no small measure contributed to a doubling of grain prices, because the government could advance to assess the damage that this will have on the domestic poultry and livestock and poultry farms and compensate livestock farms crop enterprises , farmers and peasants losses from rising grain prices , and to do so could be out of the proceeds from the export of grain. By the way , I would like to know : how much money the state received from the export of grain ?

We do not mention here of the WTO , as Russia's accession to the organization itself is not at risk if the Government considers it necessary to support domestic agricultural producers , as is the case in all Western countries. But if the Government does not consider this and prefers to maintain the western farmers , while domestic producers of agricultural products will never be competitive with imported agricultural products.

Almost all farmers today face the problem of repayment of loans , and money , no one to do so , because recent years, the level of profitability is constantly decreasing , and this year, for the majority became negative . In this regard , Mr Dmitry Anatolyevich , we would like to ask you two questions :

1. You did not inform the relevant divisions of the Government of the true state of affairs in agriculture?

If so, is it enough for treatment so that you have taken steps to solving our problems and , above all, demanded the relevant departments of the Government of :

- in a week's time to pay the promised last year increased cost of feed compensation ;

- publish data on revenue from the export of grain crops 2012goda and use of proceeds ;

- lower energy prices and rail / road transportation of grain and feed ;

- to prevent decline in interest rate subsidies on loans ;

- roll over the previously issued investment loans for a period of 20 years ;

- Develop and adopt a program of state support for agriculture of the North -West of Russia , taking into account climatic and other features of the North - West Federal District ;

- to establish a reserve fund in the amount of coarse grains at least 8 mln.tn. ;

- take concrete measures to implement the Food Security Doctrine of the Russian Federation , signed by you in 2010 - to bring the size of the state support of agriculture to a level that is received by our competitors in the West.

2 . If you know everything , then why are not taken adequate measures to prevent the crisis in agricultural production , with all the grave consequences ? Does this not mean that has changed your attitude towards agriculture and the Russian Government policy is now focused on its stranglehold ?

We want to know the truth - it's the least of what we are entitled to .
