В современном мире происходит истощение многих видов природных ресурсов при одновременном обострении проблемы нехватки продовольствия и растущем населением планеты. Эта ситуация требует, с одной стороны, усиления экологического контроля, с другой — стимулирует наращивание производства, означая дальнейшую интенсификацию сельского хозяйства и перерабатывающей промышленности. В статье рассмотрены вопросы формирования экологического законодательства в Российской Федерации, включая нормативные акты, действующие в настоящее время. Кроме того, дан анализ состояния окружающей среды по данным обзоров Минприроды России и Росгидромета. Рассмотрено влияние сельского хозяйства, пищевой промышленности, включая мясную отрасль, на окружающую среду, включая экологические риски. Показано, что для преодоления имеющихся противоречий между природоохранными организациями и предпринимательским сообществом важно найти приемлемые формы взаимодействия и сотрудничества. Одной из таких форм может быть широкое использование достижений науки, как в сфере ресурсосберегающих производств, так и в создании экологически чистых технологий.

Environmentalists and industrialists: is consensus possible?

In the modern world, depletion of many types of natural resources occurs with simultaneous aggravation of the problem of food shortage and the growing population of the Earth. This situation, on the one hand, requires strengthening the ecological control and, on the other hand, stimulates the production increase, which means the following intensification of agriculture and the processing industry. The paper considers the questions of formation of ecological legislation in the Russian Federation, including normative acts that are in force today. In addition, it gives the analysis of the environmental condition according to the reviews of the Ministry of Natural Resources and Environment of the Russian Federation and Roshydromet. An effect of agriculture, the food industry, including the meat industry, on the environment including the ecological risks is examined. It is shown that finding acceptable forms of interaction and cooperation is important for overcoming existing contradictions between the environmental organizations and business community. One of such forms can be the wide use of scientific achievements both in the sphere of resource-saving production and in creation of the ecologically clean technologies.
